I don’t think the issue is addressed appropriately by officials. It should be discouraged with workshops or assemblies in schools and other means of broadcastKng the message that it’s unacceptable and why!
As a Toronto artist I didn’t see any calls for artists for these. Personally I think these are hideous and I’m not surprised at the tagging. The street will fight back.
